Abstract

The Hauts-de-Seine Council manages a road network of 380 km covering an area of 175 km2 with a population of 1,5 million distributed over 36 communes.

Located in the west of Paris, the department of the Hauts-de-Seine constitutes with the Val-de-Marne and the Seine-Saint-Denis departments, the little crown of the urban area of Paris.

After a programme of major new works between 1985 and 1995, including the development of the right and left banks of the Seine to facilitate the flow of traffic between the north and the south of the department, the time has come to optimise the traffic conditions on the roads.

The aim is to enable a maximum flow of traffic in terms of the theoretical capacity of the roads. To reach this aim, the Road Network and Transport Department of the General Council of the Hauts-de-

Seine has been engaged in discussions since 1992, on the design of such a management tool, called SITER.
