Abstract

Motor vehicle emissions are the major contributor to air pollution in Melbourne. Managing this problem relies on the effective control of emissions from both new and in- service vehicles. While technology will continue to playa significant role in producing vehicles with lower emissions and more durable systems, the importance of motorists' attitudes and behaviour in contributing to positive air quality outcomes also requires recognition

This paper proposes a framework which aims to assist with the vehicle emissions management task. The frame- work recognises the inter-connectedness or 'nexus' between technology and the behaviour of motorists. Sustained air quality gains will require a high input from both technology and the motorist.
