Abstract
Mobile radars, radar known as hand radars come standard road patrol and are an effective way to control traffic speed. Price reduced compared with that of radars mounted on patrol cars or those fixed detection systems make these more accessible and attractive financially. But most of these devices are not equipped with video systems for capture the picture of target vehicle, which enables detection challenge in court by road users.
Research developed in the Laboratory of Traffic Safety and Road Traffic from Technical University of Cluj - Napoca, aimed to develop a technical solution for modernization of hand radar Decatur Genesis type, which was attached a camera web-resolution 18 pps. Storage and communication webcam image with radar was made in Visual Basic software being developed for this purpose a proper registration algorithm digital data and video. Polygon tests carried out in real traffic condition have demonstrated detection efficiency of the developed device both daytime and nighttime conditions. Software options designed to enable the use of this data for monitoring system and vehicle flow, enjoying the facilities transfer information stored in Excel format the sets of values.
