Abstract

In 1989 the Berlin wall was breached thereby opening up Eastern Europe. The market economy immediately became the standard. This fracture with its attendant problems demonstrates clearly the conflicts which may occur between short term, medium term and long term forecasting and difficulties in making allocations between the mechanisms of the market and the processes of political decision making which are aimed at influencing long term trends. In the sphere of transport, observation of the transition leads to re-examination of basic questions about the role of companies and concept of competition on user behavior and transport requirements in context which differ greatly from those it has been possible to analyze up until now. The suddenness of the spatial transformation also promotes an enrichment of long term planning processes. There is currently a race taking place between the acceleration of phenomena and the ability to interpret them, i.e. to conceptualize them in order to influence them sufficiently rapidly.
