First Results of The ProSigur Road Safety Pilot Project in Romania

Abstract

Among European countries the position of Romania from the point of view of population, motorization, number of accidents, victims and injured in road traffic is about in the middle of the list. Despite this position, the accident risk, the fatality and severe injury risks are high (Tab.1). (EC-Direct. Gen. Energy & Transport., (2004)) The fatality index was 17 times, the fatality rate 2.83 times greater in Romania than in the European Union.

The number of fatalities (KSI - Killed or Serious Injury) in traffic accidents due to speeding decreased in 7 years 2.5 times, as the ones due to drink driving grew 5.5 times. The number of severely injured in road traffic accidents (PIA - personal Injury Accident) decreased 1.09 times, as the ones due to drink driving grew more than 10 times. But the number of the accidents caused by drink driving and speeding is quite equal. The number of dead persons in one traffic accident due to speeding decreased from ½ to 1/3 and the ones due to drink driving from ¼ to 1/9.

The continuous high growth of motorization, more accelerated than the improvement of the road and traffic infrastructure and enforcement possibilities, especially the objective and high technical level ones imposes a serious update of the traffic management.

A complex international initiative, meant to find a global solution in the improvement of this situation, especially through prevention, but also through enforcement, involving NGOs, local and traffic police authorities and private companies was born in Romania in 2005 in the so called Public Private Partnership (PPP), for the first time in the world, involving the International Road Safety Association and the Romanian Regional Security Centre, the Dutch Gatso, the German Robot and the Romanian UTI companies, the Romanian Traffic Police and the local authorities, under the project called ProSiguR.
