Abstract
This paper discusses the role of Intelligent Transport Systems (ITS) in road safety. It is implied that ITS will probably cause the next quantum improvement in road safety. Indeed, the paper observes that such a reduction should already have happened. The main purpose of this paper is to explore further why many ITS safety applications have yet to come to fruition. The paper describes the main ITS-related safety devices, discusses their strengths and weaknesses, and explores some solutions to those weaknesses. It is suggested that a major break-through might need legislative support.
